Russie : un agenda climatique et environnemental en mutation

The study analyzes the mechanisms and stakes of Russian sustainable development, with particular attention paid to the climate issue. It also addresses the circular economy and green finance (ESG), which have become key elements of international standards. In the years preceding the war, the Russian authorities had stepped up their efforts, aware of the economic losses associated with a wait-and-see stance. Russia had thus adopted a climate doctrine, created a green bond market, and introduced laws forcing polluting companies to reduce their emissions and publish their results.

In the face of a crisis in the international order, the expanded BRICS seek to strengthen their influence in global governance by promoting a multipolar world more favorable to emerging powers. To achieve this, they are creating new financial institutions, advocating the dedollarization of international trade, and putting forward an alternative vision of international relations.In this essay, the authors analyze the ambitions of a grouping that presents itself as the spokesperson for the “Global South” and appears to challenge the Western-centered international order. The deterioration of relations between the West, Russia, and China against the backdrop of the war in Ukraine could have turned the BRICS into a deterrent for countries of the “Global South.” On the contrary, the BRICS have gained increasing importance in recent years, as once again demonstrated by the latest summit held in Kazan in November 2024, which brought together around thirty heads of state and government. This momentum raises questions about the motivations of the new member countries, the ability of BRICS+ to reshape the contemporary international order, and the internal coherence of a grouping marked by growing heterogeneity
